Practically, in real life God is bound to the Sacraments for salvation.Without the Sacraments there is no salvation

Not that God is bound by His sacraments as a means to impart grace but the sacraments are guarantees of grace — the only limit of His infinite grace being what we ourselves place on it through our improper disposition or attachment to sin.-Michael Voris

Yes practically, in real life God is bound to the Sacraments for salvation.Without the Sacraments there is no salvation. The baptism of water is needed for all with no exception in 2017 for salvation. There is no known salvation outside the Church.
When the Catechism of the Catholic Church (1257) says God is not bound to the Sacraments  we have to remember that we do not know of any exception to the dogma extra ecclesiam nulla salus (EENS) because ' God is not bound to the Sacraments.'
One can speculative and hope that God is not bound to the Sacraments in a personal case, for example of a friend or relative, but this is only speculation and a private opinion.
Cardinal Joseph Ratzinger made a mistake here in CCC 1257. He assumed that the baptism of desire(BOD),baptism of blood (BOB) and being saved in invincible ignorance(I.I) referred to known cases saved outside the Church. So they were exceptions for him to the dogma EENS. This was the mistake in the Letter of the Holy Office 1949 to the Archbishop of Boston during the pontificate of Pope Pius XII.
So the references to BOD, BOB and I.I in Vatican Council II are superflous and based on the objective error in the Letter of the Holy Office 1949.When Ad Gentes 7 says all need faith and baptism for salvation then BOD, BOB and I.I mentioned in LG 16, AG 7 ,LG 14 etc are not exceptions since they cannot be objective cases known to be saved outside the Church.
Now the error is being repeated by Michael Voris with no clarification and a lot of theological confusion.
Similarly on the Mic'd Up program hosted by Christine Niles she accepted the Letter of the Holy Office 1949 which assumes invisible cases of BOD, BOB and I.I are known exceptions to the dogma EENS ( Cantate Domino, Council of Florence 1441).She could not say that the magisterium made a mistake in the Letter which was repeated in Vatican Council II and the Catechism of the Catholic Church.
In principle God is bound by the Sacraments to grant grace and salvation. The Church knows of no means to eternal beatitude other than the (Sacrament) baptism of water says the Catechism of the Catholic Church (1257).Defacto, in real life every one is bound to receive the Sacraments for salvation.
